报告内容简介:

The LCFS will reduce green house gas (GHG) emissions from the transportation sector in California by about 16 million metric tons (MMT) in 2020. These reductions account for almost 10 percent of the total GHG emission reductions needed to achieve the State’s mandate of reducing GHG emissions to 1990 levels by 2020. In addition, the LCFS is designed to reduce California’s dependence on petroleum, create a lasting market for clean transportation technology, and stimulate the production and use of alternative, low-carbon fuels in California. The presentation will cover the following topics:

• What the program accomplishes

• How the program works

• Importance of lifecycle analysis

• Environmental/economic impacts

• Comparison of LCFS to federal requirements

· Served aslead stafffor theLow Carbon Fuel Standard (LCFS)

o Led the LCFS Compliance and Enforcement regulation development

o Developed the LCFS tracking and reporting structure based on Federal Renewable Identification Number (RIN) system and UK Renewable Transport Fuel Obligation (RTFO)

o Analyzed the renewable fuel requirements in Federal Energy Independence & Security Act 2007

o Coordinate with U.S. EPA on Federal Renewable Fuel Standard Phase 1 & 2 (RFS1 & 2)

o Led a series of Working Group Meetings and Public Workshops, and made staff presentations

· Served asproject leaderforARB RailyardHealth Risk Assessments(HRAs)

o Developed ARB Railyard Emission Inventory and Health Risk Assessment Guidelines

o Led the collection of railyard activity data, emission inventories and meteorological data, the activities of air dispersion modeling and health risk assessments for each railyard

o Oversaw the day to day implementation of the project

o Led the developments of ARB Railyard Health Risk Assessment Reports

o Analyzed feasible mitigation measures, and estimated the associated benefits for each railyard

o Led public meetings to release and explain the findings from each HRA
