Report Release and International Seminar on “China’s Green and Low-Carbon Development: Vision and Action” Successfully Held On the afternoon of March 26, 2025, the “China’s Green and Low-Carbon Development: Vision and Action” report release and international seminar, co-hosted by the Institute of Climate Change and Sustainable Development of Tsinghua University (Tsinghua ICCSD) and Global Times Online (Huanqiu.com) , was successfully held at Tsinghua University. The event brought together guests from China, Germany, and Italy, representing academia, industry, and international organizations. Together, they witnessed the release of the report and engaged in discussions on “China’s Green and Low-Carbon Transformation and Global Sustainable Development.”

At the opening, Leaders from the Tsinghua University Think Tank Center and Global Times Online (Huanqiu.com) attended and delivered delivered welcome remarks. They congratulated the conference and gave high praise to the collaborative outcomes.
Ms. Dong Wenjuan, Program Director of U.S.-China Technology Innovation and Public Policy at Tsinghua ICCSD, presented the report. The report is divided into six sections, covering global climate governance and China’s commitments, domestic green actions, international cooperation, and five case studies demonstrating China’s achievements in green and low-carbon development. The report highlights China’s leadership in climate governance—not only through domestic efforts but also via mechanisms like the Belt and Road Green Development Partnership to support developing countries.

In the expert discussion sessions, Chinese and international experts explored two key topics: “Opportunities from China’s Green Transition for the World and Future Directions of International Cooperation,” and “China’s Strategic Role, Case Contributions, and Communication Strategies in Global Green Development.” Participants included Dr. Janto Hess from GIZ’s Sino-German Climate Partnership Project, Jiang Hao from the UNIDO ITPO, Guan Xian from ILO Beijing, Professor Zeng Fanxu from Tsinghua University’s School of Journalism and Communication, Liu Yunhu from the UN SDG Collaboration Committee, Arvea Marieni from Beam Cube and the EU Commission, and Dr. Hu Xian from Harvard University’s China Project. They shared insights and policy recommendations, emphasizing the growing role China plays in green transformation, the importance of dual-track North-South and South-South cooperation, and the need for deeper collaboration in technology, finance, and localization. China is providing a “development-based solution” to global climate governance.
In the case sharing session, Mr. Lan Xiukai, Deputy Director of Wuxi Water Authority, presented the successful experience and technological innovations of Lake Taihu management, showcasing eight action measures that have safeguarded drinking water safety and prevented widespread algal blooms. Mr. Li Jing, Deputy General Manager of China Railway Construction Development Group, shared desertification control practices in Hotan, Xinjiang, where ecological restoration and sand industry development have produced both environmental and economic benefits.
At the closing, Associate Dean Zhang Jian of Tsinghua ICCSD thanked the participants and expressed the team’s commitment to continuing efforts to support China’s green transition and global sustainability. The event provided a valuable platform for international exchange and contributed important insights to global green and low-carbon development.
